Updates to Oregon Lead-Based Paint Laws

This presentation will cover the new Oregon Administrative Rule (OAR) which was drafted to implement HB 2077. The presentation will also cover an upcoming change to how the EPA interprets lead-based paint rules for property management companies.

HB 2077 was signed by Governor Brown on May 21^st, 2021. The bill provides the Oregon Health Authority’s Lead-Based Paint Program (LBPP) with the authority to require remediation of lead-based paint hazards created during the renovation of a pre-1978 residence. The LBPP is authorized by the EPA to regulate lead-based paint renovation work in Oregon when it is performed by a landlord or property management company.
